Please repost with some information about your machine, your OS, how you are trying to format, why are you formatting....

I had read the two links before I posted and they refer to normal start-up /running of XP...

1. "STOP 0x0000007B" error message when you restart your Windows XP-based computer

2. When you start your computer, you may receive one of the following error messages:

One of the fixes is to repair or reinstall Windows. The Op is trying to format and he gets this message?? We need more information!!

Check your memory and any PCI card that plug into your computer. It could be hardware problem.

"STOP 0x0000007B" error message usually indicates INACCESSIBLE_BOOT_DEVICE.
This may indicate (worst case) a hard drive failure.
More often it indicates corrupt start up files.
If this is the case then the Recovery Console (assuming WinXP) may
resolve the problem.

if you got the code error (0xF78D2524,0xC00000034, 0x00.....)

follow these steps,
1. enter BIOS. (for my laptop Acer, it's F2)
2. search the "drives" section
3. pick SATA operation.
4. change "Raid Auto/AHCI" to "Raid Auto/ATA"

hope it works.
the complications is it will turn off high performance feature and put to compatibility mode.
