Gentlemen and Ladies - Help!!!

We have converted a legacy COBOL system that has about 500,000 lines of code to the web using MicroFocus tools and Perl. We are using ActiveState Perl 5.8.9 on Windows Server 2003 .Perl is the "glue" for the system. The front ends sole purpose is to develop some complex bat files that have many many options and produce about 80 - 100 pretty complex reports. The bat files are submitted on the 2003 sever under IIS using the syscall command. Everything works on Server 2000. The batch files are piped into text files that can be viewed on the Web Page by screen refreash. Our company is moving from Server 2000 to 2003 by mandate for security puposes. I can run the bat files on the sever using DOS, but the SYSCALL just goes away and nothing happens. If we cannot run the batch files we are in some deep trouble.

If you have encountered this type of problem before and have a solution please help.
