Hi team,

I am planning to design a software which can do time based alerts,
i should mointor the time you log to the system and system time thats it
which is the best programming language to use for this application
it should run in the startup of the system, i need to have good GUI for this app ..please guide me with a good open source programming language that i can use for this purpose.

i have knowledge in python, perl and VBA.
