i cant come up with the refill function i know i suck at programming but i need some help

my problem is i do fully understand how radix sort works and i dont know how to start writing the refill function for my program

To understand how radix sot works check out simulator it has a very good explanation . If you try searching for " radix sort code " you might get lots of programming resources as well
