remote monitoring software

I'm doing an english paper, an internal proposal memo. I chose a fake company and their problem is use of remote monitoring software which bogs down a system beyond use when its active due to the software doing complete screen dumps for the monitoring. My proposed solution is to rewrite the software. I just need a little more meat in my paper, go a bit further in depth to a solution. So, I don't need any actual code here, just some info or theoretical ideas on how you might monitor the screen of another computer remotely on a private company network.

copy desktop icons from remote machine and redraw the remote desktop on the viewer's machine and listen for mouse events for moving/selecting icons and just mimic the behavior from various events? I don't know, not exactly something I've thought of before.

Thanks to anyone who can give me a little info.
