programming with hardware

Hello Everyone. I am looking to make a program that uses the webcam that is integrated into my laptop. What I would like to know is how would I go about doing this? What I mean is, is there a standard API or library that I can use. Am I limited to use a specific language?

Well it will be a lot easier to answer if you tell us which OS you're using.

OpenCV could be nice place to start, as I understand it has webcam support and supports various programming languages and operating system.
