file access problem(access and oracle)

can any1 tellme how to access the sql file using c++.
what i've to do is to take a sample file from oracle and one from access(a table having employee's personal info with different attribs,obviously)


then i've to print them in c using standard format which i'l define in c++ (all data type conversions and stuff like taht)
the questions are
a) how to open the files(tables with values).shall i have to estabilish connection first while i don't need that table anymore(table defined once
with sample values).
b) how to change varchar2 to char in c++


plz do reply.
me in alot of pressure because of this(a week have gone and i still don't know anything what to do)but am tryin' hard hopefully...
