Locking software till they fill out a webpage form?

Is it possible to have software lock itself till the user completes a form on a web page?

The user installs the software, then a splash screen pops up and their web browser opens to a predefined page.

The page is a form that needs completing. Say the form is on "/page1.html", When the user completes the form and ends up on a page containing "page2" in the URL, then the software unlocks itself.

Any ideas? Thank you

you mean just the program that you wrote then yes. If by

you mean all programs on the computer then yes. But if its the second one don't do that as thats rude as hell
