Gui help please

Hi everybody, i need your help choosing the best library for making GUI applications in c++
I dont want to use Visual c++.
Please advise me.
And where to download Qt ? Where to put the headers in order to use them ???
Note : I am using Netbeans with minGW
PLEASE HELP ME AND THANKS !!
