Yes. C++ is the language and Visual C++ is an Integrated Development Environment that contains all the software you need to write programs with the C++ language. You can use other software to write programs using the C++ language if you want, though many people like, or are required to use, Visual C++.
Note: you can also write programs with the C language rather than the C++ language using Visual C++, and all the other software that can write programs in C++ that I know of, too.
