what programs are best to use?

i am a newbie as far as game programming goes and i was curious what would be the best programs to learn if i was to make a 1 player rpg for the pc. i have always wanted to make one and i came up with a really good idea with a friend but have no idea where to start or what programs to learn. i have worked with vb6.0, vb.net, and c++ for the past few years so i have a bit of experience in programming just not in 3d. any help or sugestions would be awesome. thanks
