Chroma key in java?

is there an option where you can opt out a certain color (green, red, blue, etc.) and replace it with a different picture. lets say I had a stick figure with a blue background and I had a mountain as a background image would there be a way to take the blue out and replace it with the mountain background? Also is there a way to make animations easily (a guy running) without having to replace the image of the guy every time?

Thanks for any help.
