Help for Senior Citizen

I'm having a problem with getting info from a county government site that uses a Java applet. I'd appreciate any help in solving this information retrieval issue, as the people I talk to at the county don't seem to be very technically literate, although I'm probably not either. To verify that it is not just my machine, I've tried on another local machine, and had a friend in a different state try the download. All three results were the same.

This is the Java Console output:

Best call the responsible department directly. Seems they somehow managed to write something that doesn't work with modern JVMs (Java runtimes).
