how to simulate cpu scheduling

i m doing thesis work and the title is to make a simulator for process schduling in any language. if anybody knows anything about it then plz help me.

sorry cant download here in my office. even if i found the website i wont be able to verify if it was the cpu scheduling program i saw before.
