Jailbroken iphone app development help...

I've been searching for a long time for a way to make an iphone app... but I do have some limitations... I can't buy anything (free versions of stuff wil work fine for me)... I'm NEVER gonna get a Mac.
I'm an advanced vb.net programmer and I was wondering if it is possible to make an iPhone app using vb.net and put it on a Jailbroken iPhone... I heard some thing about makeing he code on my pc then building it on my phone, but I have no idea... I'm not looking into game programming or anything...
