Quick question. It is my understanding that live wallpapers can be created for android is using java. Please correct me if I'm wrong. Can it be used to say have a live wallpaper with floating hearts and on valentines day display happy valentines day? Then on a birthday change to little presents and display happy birthday? If not what programming language would be best to do this?

You are correct.
A live wallpaper is just an application, just with special privileges. You can certainly build in date-driven behaviour. I've found Java to be the best language for doing this kind of development for Android.
