Compiling resource files

I have used Resource Hacker to extract all the files from an .exe so I could translate the menus right (translating in the program shows me wrong characters). Now I want to compile these files into an .exe file.
How can I do that?

Can MinGW help me with that? Which command should I use and where to enter it?
I'm a beginner in all of this and I do not believe no one knows about this simple task.
