How to unlock and delete undeleted files and folders using vb6

Hello everyone some time we delete the files and folders but they cannot delete
it say the file or folder use another system process
or
Access denied
please help me and give me any code of vb6 i want to unlock files and folders

If a file is being held open by another process there is no way for you to delete it until that process terminates or releases the file.

I used this app but if it delete locked files why we do not delete these files.
