i need to know about technology or tool which require regarding my project.

my project is Universal remote hmi(human machne interface)
which should be
1.platform independent
2.should be able to run on any device (pc,tablet,android phone,windows phone)
3. if possible code of all langauge like c#, java should be mergerd
i need to make human machine interface for gent vigilon panel.
please give me suggestion regarding tool,technology or langauge anything
rightnow i m thinking that xml and html5 migh help
