IIS is MS native web server, including HTTP, FTP and SMTP server. Still you can install only the SMTP server. Then, set your php.ini to send mail via the localhost. Do you have reverse dns and domain keys setup. Even with that I've had servers send spam to yahoo junk. Then you can remove your spam-folder and not have that issues anymore.
