Basically what is happening is this particular thread is multiple pages, and each time the person clicks to go to to a different page, or reload the current page, it appears again. This isn't a bug.

Going back to the original post, it actually is a form or spamming - it's called profile spam. These users register and then create forum signatures, which appear in their member profiles regardless...
