You can limit the bandwidth (the speed) but not the actual GBs the user has downloaded. See mod_bandwidth if you want to use this feature.

Otherwise you'll need some programming knowledge to do...

And then you setup a domain name server and zone file for that domain
Next you setup apache and add a virtualHost directive to apache conf file

Depending on the ownership of the .htaccess file, if you change permission to 0700 when the ownership of the file is owned by apache (or http, nobody, depending the user running apache), it may work...
