I just use Gimp for all my image editing needs, which is a bit overkill in many situations. If that's the case with you, some quick researching turned up a couple of links which may interest you:

http://seashore.sourceforge.net/
And they're all free, by the way.

I like Pixelmator better than GIMP, better usability, I feel.
It does cost $60 or something like that, but I thin it's entirely worth it.

Even basic brush selection would be more advanced than MS Paint, in my opinion.
Here are a few other selections,
http://seashore.sourceforge.net/
http://paintbrush.sourceforge.net/
http://flyingmeat.com/acorn/
One of those might get the job done for you.

I use Pixen since it uses up VERY little space and is as simple as paint. http://www.macupdate.com/info.php/id/13363
