Install a webserver on your desktop; and start practicing by using tutorials that show you how to build functional websites and application. Try to customize these simple applications with features you think would be cool

Going to the book store and picking up a book is another good idea.

Also if you do not know HTML you need to forget about learning ASP and learn HTML first.
