What you need to do is an SMS Engine which acts as a mediator between your vb application and Mobile.
Generally all the Cell Operators buy these Engines and use them.
Many cell providers have e-mail addresses set up for SMS messaging. For instance Sprint uses number@messaging.sprintpcs.com. If you create a program which sends an e-mail based on that form, then your program can send an SMS message.
