Difference between "Drag & Drop" and Referencing

Hi to all...
I have a COM component i want to use in my ASP.NET web application and whenever i add it to my toolbox (i am using MS Web Developer 2008), it is greyed out. But i tried it on a WindowsApplication it works fine, the component is added and one can drag and drop it.

Whats the difference between dragging and dropping a COM Component and Referencing it? If it is greyed out then i guess i can reference the COM Component (i tried this) but the problem is that Referencing it only added one Reference to the Reference Folder while draging and dropping it added two References(different ones) each needed to make the project work.

Is it possible to hardcode it or sumtin, since it is obvious that i cannot drag and drop from my toolbox... hope this thread isn't too vague...
