ASP.NET [language:c#] Make my first background application

Hello to all, before begin i must say that I'm sorry for my bud english and hope that it not be a problem for understanding whit you.
I'm looking for a solution to create a simple background server application that running and live over infinite loop cicle, whit have the scope to watch for database (MySql) update through query mysql. I know the existence of trigger procedure and possibility of connect mysql server to proxy system scripted in C e C++ but I'm not interested to this method. Thanks for attention.
