Is there Win32 method in asp.net for.........

I am developing a time login form.
I want that user will be automatically logout whenever the system is Ideal. and logon when a interupt is fired. is any method in Win32 to check status og CPU.

I am Working on- ASP.NET(c#)2005, SqlServer2005

pls help me.
