vBulletin email notifications not working

Hi, I hope I put this into the right category
On my Real Estate Forum the vBulletin options are not working.
Could someone tell me where to start troubleshooting.

I think this would be better in like a php forum or something... i really dont see how MSSQL and this go together :o
