Hover Scrolling Effect

hi, i want to build something, like and app, to start with i need like and endless scrolling space with NO scroll-bars, and secondly want it to scroll with my mouse, by hovering my mouse cursor to the left of the page the page would scroll to the right, im not sure what to build this with, if there is anything like it out there or where to begin, can some one PLEASE help me...
