page height question

We are designing a new webpage for our department using PHP. The webpage created keeps scrolling down farther than the data.
An example of a page with this issue.http://www.wed.siu.edu/New/
We did not seethis in the HTML prgrammed pages. Does anyone have any suggestions.

There are some tr and td tags that are not closed. Maybe that is what is causing it.
