how to make a voice & video chat?

hello ,
I've visited the new paltalk web interface http://express.paltalk.com/ that i liked so much , and wondering what programming languages one can use to make a similar service .. that integrates voice and video chat ... maybe Flash & actionscript ? and does the hosting have to have certain requirements ?

sorry for posting here , but I believe it relates to PHP since it would be my server side language ...

voice and video definately cannot be solved in PHP. You need at least Flash (Actionscript) and/or (not sure) JAVA.

As you mentioned correctly, PHP is a server-side programming-language. Therefore it's not helpful when accessing the webcam or microphone of the useres computer.
