Checking for PHP version and MySQL installation

Greetings,

I'm wanting to learn how to use PHP to check for things like how phpBB or PostNuke do during installation.

For the PHP stuff, I would imagine that I'd use fread() (or a combination of functions like that) to check for a php.ini, then use it to determine the values of some things like version and version and gd. Am I on the right track here?

I also want to be able to check for MySQL versions and such. I don't have a clue as to how to do that. Could I get a point in the right direction for this?
