You need some kind of CMS. If you don't know how to use mysql, start at w3schools.

I'll leave that to others, as I usually write custom stuff. You can search the forum, I think there are a lot of threads covering the topic of CMS selection.

I can create the database on phpadmin or MS Access, just need to learn how to connect it to display on the page and allow members to log in and edit
If you want to learn, google "php mysql tutorial", you get plenty results to learn from.
