Look like you are to create a dating site. All you need is a simple shopping cart with a paypal ipn (or other notification script for different payment provider) to update your database. Your budget is a bit too low for many.

Why don't you just buy one off-the-shelf dating site from ebay or hotscript.com? It may be cheaper and you can have it up and running within hours.
