Does anybody know how something like this can be done in ROR

When you search for something like paste all of the keyboard shortcuts slide up on your browser. I know its making a ajax requested and then using jquery for the effect. BUt how is it done. Is there a plug-in or anything in ruby that is similar.

No, Ruby on Rails does not do all this for you. You have to work with the Javascript yourself.
