Well, once you purchased your VB, then go back to the site and read the forums. You cn only view most threads once proof of purchase to sign up with. THey have a ton of great stuff there that will make your day, belive me.

Alright, I was looking through vBulletin and I am deciding to get it. But where can I get some vBulletin skins. I heard it was a tough challenge to create one and I cannot build a great one. So I am looking for one right now. Anybody have any references or resources. One more thing, could I possibly purchase vBulletin Leased License and then later pay the difference to acquire the Full License?

Custom developed, so it's not one you can download. It's more than just a "skin" - the site has been dramatically customized as well.

There's five free skins available at SixteenOhNine Free vBulletin Skins . I've got three more in the works right now as well. They should be launching later this week.
