Need help advice to create and post data from my webpage, a login page and a registration page. What are the best tools and siters that I can use to create this data? Where can I send the data. Will be re-creating users once a month. So I will need them to register once, but login into my ssl page everytime oncer they are registered.

To create a login page you need a server-side scripting language like PHP. And of course, you need a database like MySQL to store your data. Search Daniweb for helpful PHP Login and you'll find a lot of threads on this, to start with.
