How to maintain layout of web page when browser restored or resized

I am new in Web Site Designing, before I've worked on Web Application Development. I am wondering with how to maintain layout of page when browser resized. I am attaching here snapshots.

current practice for fluid layouts that adjust to window size and user preference is ems and % as scalar dimensions
a layout laid out in scalars will adjust to the container

then also its behaving like this.

tables are not a layout tool
