problem with drupal

I AM BIGGINER IN WEB DESIGN,I AM TRYING TO CREATE A PERSONAL WEB PAGE.... I HAVE INSTALL DRUPAL...,HAV CREATE MY PROJECT..HAVE INSTALL MY THEME,HAVE CREATE MENU AND NOW I WANT TO MAKE MY PAGE MITH TWO LANGUAGE I AM FOLLING STEPS OF THIS TUTORIAL http://www.youtube.com/watch?v=Sx9lJ_hOrCw ... IN THESE STEAPS IS ASK TO ACCESS "CONFIGURATION" FROM DRUPAL MENU...BUT WHEN I CLIK "CONFIGURATION" DONT SHOW THE OPSIONS THAT ITS INCLUDE....SHOW ONLY A WHITE PAGE....
i am sorry about this...can anyone hepl me to "activate" the "configuration opsion.

Do you want to necessarely create a webpage in drupal or you are willing to see other options like wordpress html css jquery php and so on?

I use drupal myself, at first it is a little tricky to setup the multilanguage, but afterwards you get hold of it. I would suggest you have a look at the following 2 links in addition to your video:
