Well, there is nothing free for flash development when you want full featured, powerful tool. If you want some simple things tryout SWFTOOLS. Otherwise spend few bugs on flash and it really worth.

Its better to get original Adobe Flash software if you seriously want to get in web design business

FlashDevelop is one of the good action script editor which supports both AS2 and AS3 as well. Its an open source and you can download from
