What is use of Red Eye Tool (Short cut Key J)n Photoshop CS2, i searched many tutorials but i didn't get anything about red eye tool please anybody hemp me

You can also just paint the irises black if you're handy with the paint tool.

Pupils are black, irises are different colors. The problem with doing this technique though is you lose that little spot of light (reflection) that all pupils have. It is very obvious when someone just paints over the red.
