I have feedback logs generated by systems in txt file for various programs. Given below one example

I have recorded macro which is which is partly working ok.
I want to convert all employee data using text to column and against that s.no. put the comments in next column for that particular attendee . My number of employee varies for each program hence some logs has only two participants and some logs has 13 participants or more hence always failing while recording & do not know how to complete this macro. I use windows 2007 version. Can anyone help me?
Feedback points are given from 1 to 13. Whatever comments given above are against Sr. Nos.
In the above example many attendee has given a ratings only for feedback point no.4 or point number 13 only. Sr. No 1 has given some comments for point no.1 then to post that comments next to that attendees name in column next to point no1.
