This is an Opera setting, apparently meant to speed up downloading time.

The next time this happens would you be able to send a screenshot? I've never heard of this before.

Does it take significantly longer than with FireFox or IE? (In other words, can you confirm it's not your computer or internet connection?) "Quite a while" is relative ... Does a page take longer than 10 seconds to load over broadband?
I went ahead and installed Opera last night, even though I am not very fond of it. I experienced the jumping behaviour once or twice after browsing 100+ pages, but it is not reproducable for me. Refreshing the page after I experienced it does not reproduce the behaviour. Also, with a cable modem, pages come up almost instantaneously after clicking on a link and completely load, including ads, after about 3-4 seconds. I do experience the caching behaviour as well, but there isn't anything that I can do about it other than adding no-cache http headers, which I really don't want to do, because it forces every page load to redownload all of the images, CSS, external javascript files, etc. over and over again, which is a waste of bandwidth for an online forum where people visit multiple pages in a typical session and the same files are used repeatedly. This problem seems more of an Opera bug to not follow the standard set by mainstream browsers as far as what should and what typically should not be cached.
