I have registered a website in Australia in english. How would I be able to make it available to be searched in lets say mandarin in google china after having it translated?
Any help would be appreciated.

After it is translated it will already be "available" to be searched. To get it indexed by Baidu, you'll need to make sure that it is linked to from other websites that are indexed by Baidu.

Yes, backlinks from other sites indexed and title and description optimized for your keywords in mandarin.
