as per my knowledg
you have to clear your temp files,
thrugh rum commands write %temp% and temp clean both after this run msconfig command ,
it will redirect u to system configuraton utility, in this in services and startup tab remove the checkmarks from unnecessary services which can slow down ur pc
and uninstall unnecessary programs form ur pc
run defregment for all partions
and restart ur PC

and yes use reliable antivirus (AVAST is good and Freely avialable) scan ur pc

yeah ive done that . ATF cleaner, CCleaner, Chkdsk, Defrag, Disk Cleanup and Scanned with McAfee and its still slow

Im just worried because windows defender keeps failing to start on boot and i get DEP errors all the time

You dont want to use CCleaners, Windows Defender, just uninstall it and use reliable and good anti virus.
I think ur system is corrupted by virus, trojan or spam.
what is ur systme configuration?

get a reliable spyware /virus solution update it, boot the PC into safe mode, and do a scan with the new scanner. see if that detects anything. the only thing that really fixes a slow PC though is reinstalling Windows, there comes a point when a fresh install is needed. try the first option though, if you cant get rid of the problem with a good spyware cleaner (SpySweeper, Ad-Aware, MalwareBytes) then go for option #2. also, it is always a good idea to have 2 spyware and virus solutions in case 1 of them doesn't pick up an infection. I run Spybot, MalwareBytes, and Ad-Aware on my laptop, as well as NOD32 and McAfee, and I rarely get an infection (scan once a month for viruses, and once a week for spyware), also I would recommend a good re-imaging solution (like Norton Ghost) so that you can restore your PC to a previous state without having to reinstall windows all the time, it really does help if something goes totally awry

I've always been able to solve Defender errors by reinstalling.

You cant reinstall defender on vista, it comes as a part of the OS.

Scanned with McAffee enterprise antimalware. Nothing found.

Apparently this option is only available if you upgraded from XP.

Yup windows defedner fails on startup. Says something about required services cannot be started. And IE keeps getting closed due to DEP errors. (it did this with IE7, tried IE8 RC to see if it would help but it remains)

Going through your HJT log nothing jumps out except all those Lenovo programs running at start, which are not required. You do have some other unnecessary starts but don't honestly know if those would slow the computer so much.
One thing I did find concerning the Windows Defender problem is that it seems that the same files protected by McAfee are also protected by Windows Defender. Some folks corrected the Defender problem by uninstalling Mcafee and the Defender then began to work.
You also might check the Event Viewer and see if these problems relating to Defender are noted in there, might give you a clue.
