I opened up iTunes this morning and found a totally new library, devoid of music, playlists, and everything else I have in my normal iTunes library. I thought that it was using the wrong iTunes library, so I searched my computer for my old iTunes library, but it's gone. Checked my Recycle Bin also, but found nothing. So my iTunes library is totally gone, and I need a way to recreate it from my iPod. Is there any way to recreate my iTunes library from my iPod? Even if it's just the ratings, playlists and podcasts and not the files, I can work from there.

I am not sure about if it works. But worth a try.
when you connect your IPOD back to your computer, the Itunes tries to synch the playlist with IPOD. the point where I am not sure is if the synch happens from PC to IPOD or IPOD to PC. Please check with Itunes help or FAQs.
