Can anyone recommend any software that will allow me to have program-specific key mappings?

I have a problem with a laptop that has an odd keyboard map (in particular, the Enter and NumEnter have the same scancode)[1] and I need to be able to map another key combo to use something like Shift-Enter to generate another keycode.

[1] It's a Samsung. I've asked them why it's like this; no-one can find an answer. What's particularly galling is that there's no reason to do this- software that doesn't care (most of it) will accept Enter or NumEnter indistinguishably- software that does care is crippled.

Have you tried RoboTask (robotask.com)? I've been using it primarily to speed up the creation of kill filters in Forte Agent. Free trial is available.
