We can do this.
Control Panel>Programs and Features>Turn Windows Features on or off>Open on box: .NET Framework 3.5...and tick all box in that>OK>Done!

not 100% sure but thats just turning the feature on ,for the feature to do anything one will have to have .net framwork 3.5 installed ,but again im only using reasioning to come to that conclusion
