Jump to Posttry to run msconfig, because there is a option to enable and disable safe mode while booting. You can type msconfig in at the search section of start menu.
if msconfig starts there is a option to boot in safe mode. delete the check, click apply or ok and reboot.

What happens when you reboot and press F8? Do you get the option to boot windows normally?

please check the reasons for enabling of safe mode because if there is virus threat means only then safe mode will be got enabled.
